Yes. This is quite easily done.

Here is what you need to do:

For the frame: Grab some 80-20 bars, bolts, and connectors. That's the easiest way to build something like this. Alternatively, you can weld stuff, but welding Aluminum can't be done well with out a TIG. You can use steel, but that heavy. Here is the 80-20 stuff: http://www.8020.net/ Use 1/4"-1/2" Polycarb (pretty expensive but easier to cut/work with) or 1/4-1/2" glass for the top cover.

For the PC:

You need a PCIe x16 Flexible Riser Card, some thing like this: http://www.logicsupply.com/products/pelx16_c11

Obviously, you will probably want to go with water cooling, but it is possible to use a TRUE120, Mega,CCF120,etc if you make it deep enough.

Pro tips:

Use cable sleeving. Otherwise it's going to look like cr@p.

Use quality parts for the PC (ie. no Diablotek PSU).

Keep enough space for future upgrades. Lay out the motherboard area to fit a EATX or bigger along with 2x big graphics cards (ie. 2x480s).
